The only thing I would change is that those sheaths actually came out in 1964. Other than that minor change, Jim nailed it.
My theory on the dot is that it was done to signify a change from forged blades to conventionally blanked blades. We are almost certain that it was done in early 1967,which is also the year we started adding U.S.A. to our stamps.
