I'm not sure how to hotlink a torrent magnet, but if you copy it into your favorite torrent program, it should work for you.

basically, a way to download stuff

a .torrent file is (almost) never illegal since they don't contain data but only point to data
there are many sites that host these torrents

the files that can be downloaded using torrents can be illegal and to be honest most are
