It's not that all that is necessarily a need; the weapon of course is for defense and some of the others may be used as such in a dire situation but the key word to remember is CONTINGENCY. Personally I don't want to get caught with my pants down (from all the weight

) and not have what I may need. Sure, everything may not be implemented in one day, but all may be needed the next day. It's part of being PREPARED.
Take a look at the wilderness survival forum here at BF and you'll get somewhat of an idea if you don't already have one or watch that particular forum. Like I said, I would rather have heavy pants and a little too much gear for a while, then not have what I may need should a situation arise. Someone's signature here is, "By failing to prepare, you prepare to fail." Also "I'd rather have it and not need it, then need it and not have it." These, in my eyes, are words to live by.
You might also ask yourself the question, does a LEO "need" all the equipment he/she carries? I would say perhaps not, myself being military security, but it gives the officer levels of force, or CONTINGENCIES, to be used when the need arises. Again, you might ask, does an infantryman "need" all that is carried? Having been one myself, HELL NO! But it gives the soldier CONTINGENCIES and options as the situation dictates.
The same principle applies when I carry all that I do on, (minus the Springfield) and off duty. Options to be used as the situation may dictate.
At least that's how I justify it.
