I was going to reply to J.Wade but you have done it for me and made a much better job than I could !
The tool is basically a modified Ulu so should be fine, like you say waving it around in a bar or mall would be a different story !:D

haha it's probably not an ideal EDC anyways so it shouldn't be hard to keep it out of malls, work and bars.
and if you make it a folder, remember no switchblades, balis, or other "gravity opening" knives, then it would certainly be illegal ;)

kinda side note for Pit, Do you think that would be legal in Canada, I am not sure about the Atax but most things that go over your knickels are a no no, what do you think??

Why would it be illegal, it is not a ring or shaped like brass knuckles.

So far as i understand it this would fall to the discretion of the officer who was checking out the item. If he thinks its purpose is as a weapon you'd never see it again. but if it's a tool then you're safe. the laws are vague at best. it all boils down to the officer's percieved INTENT for carrying a given piece of sharpened steel.
axe, ulu, hatchet, machete, ANY fixed blade is legal carry in canada. only two exceptions:
1-push daggers
2-"Brass Knuckles" and any similar device consisting of a band of metal with
BASICALLY any sharpened piece of metal is illegal and legal, if it's a tool it's safe, if it's percieved to be weapon it's gone. it's vague but i'll take that over some of the laws i've seen around the globe any day of the week. some municipal authorities do have their own additions to the rulebook however so it's best to check locally if it's ever going to be in question (which i can't imagine this is.) personally i've never had any trouble carrying a blade of any kind my whole life in canada.
So long as you keep that thing out of malls, shouldn't be a problem :D

There is nothing remotely illegal about the design of that axe

Did you think of maybe making a ulu shaped blade, that had a tube for a handle.
You could hold it like a traditional ulu, but if you needed to use it as a hatchet, you could make a handle and fit it in like you would on a tomahawk

Coyotebc- i would love to hear your interpretation of the rules. i'm not sure what you disagree with about my statements. i did not say they were the only two prohibited knives in canada i said they were the only prohibited fixed blades. or perhaps i misspoke and meant to say this though it did not come off this way to you. i'm entirely open to hear more information that would change my mind.

As for the Axe, it's a confusing one, maybe not a great ulu, maybe not a great axe, but good at both? sort of like the knife/hatchet WSK hybrid. except you're combining axe/ulu? very interesting design.
i would call it the WSU wilderness survival ulu!

Here are a few blades specifically named in regulation
Some do seem to overlap

5. Any finger ring that has one or more blades or sharp objects that are capable of being projected from the surface of the ring.

8. The device known as the “Constant Companion”, being a belt containing a blade capable of being withdrawn from the belt, with the buckle of the belt forming a handle for the blade, and any similar device.

9. Any knife commonly known as a “push-dagger” that is designed in such a fashion that the handle is placed perpendicular to the main cutting edge of the blade and any other similar device other than the aboriginal “ulu” knife.

10. Any device having a length of less than 30 cm and resembling an innocuous object but designed to conceal a knife or blade, including the device commonly known as the “knife-comb”, being a comb with the handle of the comb forming a handle for the knife, and any similar device.

11. The device commonly known as a “Spiked Wristband”, being a wristband to which a spike or blade is affixed, and any similar device.

15. The device known as “Brass Knuckles” and any similar device consisting of a band of metal with one or more finger holes designed to fit over the fingers of the hand.

I would think pit's design would not be seen as knife with a perpendicular handle, but rather a "skinning type axe"
