Any of the puukko variety. Very simple, very versatile, very aesthetically neutral. Some of the higher-end handmade ones have fittings and embellishments that approach jewelry quality, which seems to make them look even less threatening.

Why not a SAK, such as Trekker or even OHT, One Hand Trekker? The flat screwdriver makes good prying tool, the saw is great for woods, etc. The blade is long enough for food prep ..

I know it's not a fixed blade, but given the liner lock and SAK quality, I don't foresee it is folding when being used.
and being a SAK, it should appear non-menacing ..
 
Not sure of your budget here&I do understand that if your knives can 'go missing' you might feel the need to keep prices down....

I like a small belt knife myself and 2 recent acquisitions might fit your bill.

Buck Gen 5 Skinner about 3.5" blade,thin enough for slicing but stout enough for other more demanding tasks.comes with a VERY useful nylon sheath that allows vertical or horizontal belt carry. Under 50 USD

Bark River Escort Boot knife in stainless. 3.5" blade with a guard unlike most Barkies. Lots of handle choices,really nicely made(the one I got anyway)and a fine slicer of salami etc and lots of tasks.Sheath is not to my taste though. 140 USD

Airships you work on? That's a really interesting job despite the knife losses.(Hypocritical sheeple who filch knives eh:D)
 
CRKT Ringed Razel.Good tough stainless knife.I have found mine very versatile.Both for camping and for EDC work.
 
Interesting situation. So my first question is why are you unable to carry what you want? My only guess is that you live in the UK where the Government knows whats best for people. My sympathies as seeing how your actually thinking about this problem you obviously know whats best for yourself. It's an interesting situation for sure. Still..."bushcraft" knives aren't that scary looking so I agree thats your best bet.

I'd suggest a bark river liten bror. A mora might be the answer though. They are cheap to replace and will do what you need them to do. I like the rc3 but I am not a fan of coated blades for food prep... That's just me though.

Remind me never to work on airships. I work hard to buy my knives and to have someone violate my ammendments is not something to overlook. The fact that it happened to you just makes me mad. I hope this trend doesn't continue. As for a suggestion I would say bark river is a good choice.
