Just off the top of my head I would think that a culture would do better with projectile weapons that it could use for hunting but that could serve double-duty in war and personal defense, as long as we recognize that actual wars were infrequent... and the more infrequent the better. I've never heard this theory about interbreeding Erectus and Neanderthal. Rather, both evolved from Erectus as the size of core units increased from extended families to tribes and the settled village or town (and eventually city) only comes in with homo sapiens. Larger social units create much more complex challenges to the maintenance of order.
