I know I've been out of the Munitions game for 30 years, but I don't recognize that munition! I do still remember that the yellow band is High Explosive.

what is it? Air dropped I figure by the fins. almost looks like a newer version of a CBU.

That would be one of them new GBU's. Guidance kit added to a density penetrator warhead. Probably a JDAM. I haven't done weapons for almost 5 years, so I could be wrong.
