Your curls are too fat. You need to scrape off what amounts to dust. Capture it safely and then drop the scrapes right on it.

+1:thumbup: on refining your tinder.... you should be able to light green wood if you shave your tinder fine enough.... seriously.... tinder should almost never be a problem if you have a knife and access to wood. IMO... good kindling and fuel wood are harder to find in wet conditions.
 
I use a mix of fine to coarse, but I have better luck with the very thin edges of larger shavings catching a spark. This little pile took three or four sparks to light and burned for about two minutes. Adding a few pieces about the size of a split or quartered pencil and would made it burn for much longer.
