So I also have a harbour freight 1 horse motor. I saw it pulls much lower amperage when wired for 220. I pulled a 20 amp 220 circuit in to my shop. I see on the wiring diagram it only lists L1 and L2. I am assuming I just use the two hot legs of the 220 circuit and the ground. Not using the neutral. Is this correct? Thanks in advance.

Correct. You will not need a neutral for a 220VAC motor.
