My take on it:
Not new, probably a novelty souvenir.
If I had to guess, mid-20th century.
Rubber tip was placed over the ferrule.
Looks like it was used, but they can fake age and use.
My guess is India production.
It is most certainly a modern (1960--->) novelty.From the photos, it definitely has the appearance of an older piece rather than a modern novelty, but it's difficult to say with certainty without seeing close-ups of the markings. The overall wear and patina look consistent with age, although those can sometimes be reproduced. The rubber bumper is likely a later addition and may be covering the original butt plate or pommel, depending on what the item is. Clear photos of the markings, any serial numbers or maker's stamps, and the areas under the bumper (if it can be removed safely) would go a long way toward identifying the origin and estimating the age. Those details are usually the key to determining whether it's a genuine vintage piece or a later reproduction.
