Any idea about these old shears?

A friend of mine inherited these old shears and we were wondering if anyone might know something about these or some history behind them? Also what would be the best way to put an edge back on them? It seems some one has tried to sharpen them before and did not keep the angle consistent and you can see where the angle changes along the edge where the arrow is pointing. The angle seems very steep! Thanks for any info!

Jacob Wiss of New Jersey is the company. They might be Roaching Shears, used for trimming the mane on horses. They are heavy and have that type of angle.

Edit - Could also be Bent Pattern Tailor or Dress makers shears, they made a lot of patterns of those -
