Any ideas what this thing is?

The jaws do look similar to the jaws of some wire and flat stock forming pliers I have, so bending curves in wire is a reasonable assumption...now....how do the jaws in that tool get opened and closed?...how much force can they generate?...how big is the tool?...hard to go much further without knowing all that

But it's only $1, if it's nearby why not buy it?
 
It is for bending rings and making curved pieces of wire and strips of metal. It might look cool as a shop decor piece, but will be of no use in knifemaking.
