Any Info On This Knife?

I have a good friend who owns an antique store, and a guy came in and sold him this knife recently. It was said to have been made for the actor Tommy Lee Jones.

Does anyone know anything about this blade stamp/knife?

Looks like A messed up Spanish kitchen knife.
If you can get all the scratches out it might make a good piece knife, otherwise just use it for fishing or something 👍
