I'd rather keep this in the "family".

I have a fairly simple job/project. I need some sets of punch/dies made for making washers for knives.

If you take about a foot long piece of galvanized pipe and bevel the outside on a bench grinder this might make a suitable punch. You can also beat it into an oval if you want. Or you could squeeze it in a vice. I've found it to be crude but effective.
 
wouldn't a roper whitney punch meet your needs? Depending on the material you're working, they fly through pretty quick, especially mounted up in a Vise. The only issue would be if you were looking for large OD holes.

the OD has to line up perfectly with the ID hole and that style punch won't do it, unless you know of one that will index the ID to the OD I don't know about.
 
The way I'm familiar with should be pretty close to self centering. the trick being to punch the OD first, leaving the center dimple from that punch to line up the ID punch.

It the way modern armourers make washers out of material to match the suit they are working on.(and it saves on scrap too)

I've never made one to punch out something so thin. It would require not much clearance or you'd get a burr, which on a folder would be a no-no.

Do you plan to mount this on some sort of press?

How many different sizes?
