It looks like Kusari-gama (Chain-sickle) in Japan. Though there are found many folding sickle of this type today, but I've never seen any with a folding handle.
A Kusari-gama's mainly effected by it's iron ball. The kama (same as gama:sickle) is a supplementation for very close combat, but just an amateur's thought and a master can do incredible things. It may be historically common to make a weapon of a familiar (mostly agricultural) tools because the user were supposed to be skilled in manipulation.
For me the Lohar is rather a folding tomahawk than a sickle by its purpose, with slight difference of blade type.
