USA knife wants like $2 a piece for them. Seems high for a round SS nut...

I have bought them from McMaster Carr, also I have used the bushings from Loveless bolts. With one Loveless bolt you get 2 bushings 5/16" diameter X 5/16" long threaded 8-32. 1.49 @ Jantz supply. There are many screw options in 8-32.

I would call them threaded standoffs

or

threaded bushings

From there, you can find them locally.

Many RC hobby shops have threaded tubing for making control rods. It can be cut off at whatever length you need.

Electrical circuit board stand-off spacers can be bought in boxes of 100 for around $10.
They are always on ebay in ten and twelve packs, with screws, for 25-30 cents per stud. They come in all sorts of sizes, but 10 and 15mm with 4-40 threads works well for most knife handles. Check your local electrical supply house or electronics supplier.

4-40's are fine for folders and small fixed blades. On my small fixed blade EDC's I tap the tang 4-40 no need for threaded bushings. For larger, wider handled fixed blades a screw with a larger diameter head is better. 8-32 button head torx works great on scales over 1" wide.

Can you get flat head torn screws that are not tapered for a countersunk hole? Something like the screw from the chain bolts that USA has?

Google can locate many micro-fastener sources.

After you consider taxes on warehousing, shipping, overhead, and labor, that little mark-up on the parts that they have already sourced and stocked for you isn't so bad. If you want to save the extra money, a bulk buy seems to be the only option that I have found.
