Apartments and knifemaking

I don't have a grinder in my apartment, I would love to but don't know if it would be too noisy or not. I've done a few blades up with not much more than a drill press, hacksaw, good files, a lot of sandpaper and even more sweat. I'm quite certain that attempting to HT in my apartment would be monumentally stupid on many levels and probably would not earn me the good graces of my landlord so I'm considering switching to stainless and having the HT done professionally. Where there's a will there's a way.
 
My "shop" is in a 12 by 15 office in my basement. There are 2 desks, a drafting table, file cabinets, all of my hunting stuff, etc, so I am left with a very small workspace. A week ago, I just started my "shop" with a Ryobi 4x36 belt sander, a 12 gallon shop vac and 3 sticks of O-1. Reasonably quiet, easy to put out of the way, and the shop vac hooks up to the sander keeping things remarkably clean.
