Recommendation? Appendix-carry slim backup folder.

Spyderco police all stainless. I don't think folders can get any flatter/thinner and it has a 4" blade and all stainless with serrations or not.

That is a Winkler Contingency. The bent handle makes carrying appendix a charm, and also makes reverse grip very intuitive. 80vrv2 steel with a tapered tang is very tough And light in hand. and the sheath is almost the best part...super light, felt lined, and very secure.
 
If you are going for appendix carry I'd go with something with a strong detent/self close. Back locking Spyderco seems like the logical fit.
 
Quiet Carry Drift. Thinner (more flat) and shorter, although wider, than the crkt ceo, and designed corrosion resistant.
I like this recommendation. IWB appendix carry with a long handle (like the CEO) is not going to be comfortable if you have to sit down. The Drift is relatively short, very thin, carries very deep, and is about as rust resistant as it gets. The one thing I don't like is how sensitive it is to lockbar pressure, given that it's a tiny knife and there's not a lot of space to grab it. The G-10 liner-lock version would probably fix that (and it's $50 cheaper).
 
A couple of things here...

First, why?!? Preparedness is good. Over-preparedness can be hit or miss. It seems like you are already at that level. What purpose does this additional layer of redundancy serve?

Second, what purpose does this specific knife serve? "Appendix carry" or AIWB is usually used for defensive carry. However, you already have a defensive knife elsewhere on your belt and folding knives tend to be pretty terrible as defensive tools.

An additional caveat here is how well this carry method works against your... "tactical shelf". I also developed a "dunlop" in middle age. I tried AIWB with a few different holster types and found it too uncomfortable when sitting, working at a desk, etc. This was before the current generation of compacts but I did try thin single stacks without protruding hammers including the Shield and PPS. (Coincidentally, many guys prefer exposed hammers and double-action triggers for the holstering feedback.) Given, a knife takes up a lot less real estate. You'd still want a very deep carry clip for a folder. You might consider horizontal carry with soft loops for a small fixed blade. The biggest issue will be how it works with your specific body shape.

Finally, the CEO is overpriced and overrated. Luckily, you've already got better recommendations. Good steel choices with high corrosion resistance on the budget end include 9Cr18Mov and 14C28N. Higher end steels with great corrosion resistance include M390/20CV, S110V, LC200N, and Vanax. I've extensively carried an IWB fixed blade in S35VN and it holds up just fine to my corrosive summer sweat.
 
I'd recommend the CKRT blacked out Jumbones. The blade is almost 5" and the whole knife is pretty slim. I believe it's CRKT's longest folder. Or maybe Spyderco's fully serrated Police 3 . The blade is about 4.25" long and the handle is very slim.
 
Sig P365 w 12rd mag appendix carry, knife in weak side pocket - usually Benchmade auto Adamas or Infidel. If I'm traveling in a state where the automatics are a problem, I usually use a Benchmade Freak or ZT 0562.
