I don't think that a filter is truly necessary as long as you do regular water changes and don't overfeed. I've seen a betta make his bubble nest, a pretty strong sign of happiness, in a 1 gallon tank with no heater or filtration.
Late to the party, but I had a betta in a 10 gal. that did the same thing. Would get caught in the flow and tumble around. I simply cut the top and bottom off a plastic water bottle, and slit it down the side. It then clamped over the filter outlet, and directed the flow to either side. Fish was happy.
