NO, They are not, in fact most aren't. Here is my reasoning. To be a forged knife it need to be forged to shape. That is were forging helps, it edge packs it and makes the grain smaller but with damacus most of the time it is in bar form and then ground to shape. That is not forging.
And if you want to say that it is forged blade becaues the steel is made by forging. I bet most steel has some degree of forging done to it when it is made. So ALL blades would be forged.
