Are liners for form or function?

For example...on the 119, why are there black (i think they are micarta) liners sandwiched between the metal?

Is it just for looks or does it offer some type of function?

Just wondering.

Well, they are also pretty functional when the scale material is too thin to fit the knife frame!!
