Those poultry shears of all ages are for sale on the giant auction theatre pretty much every day.
 
I just googled "herb scissors vintage" and found this image:

Looking closer at the op, it does look like there are multiple blades.


This is a fun game. :) At the antique store I go to, they put an object on the counter, and you try to guess what it is. They should give you a discount if you know, but they don't. :grumpy:

I agree with "poultry shears".

I have a pair, imported from Germany by Robeson.
 
I will throw my hat in as three bladed tin snips. The middle blade cuts the tin and the two outer blades support the metal. I swear I have seen something like this in the past, but the longer you live the more you see, the more you try to remember and the weaker is your memory........poultry shears may be right......I haven't helped kill and dress a chicken for 50+ years. 300

Pretty much looks just like that but people are still saying it's poultry shears?

Poultry shears or herb scissors?
 
It does look like there may be more than two blades. It would be easier to see if the illustration showed the blades opened.
