For 9 dollars it is a safe play. It seems really generous and unusual for Bruce to contact you, instead of just selling the domains to the first comer. This is strange behavior, but the letter seems real.
My second thought is that perhaps they send this letter out to thousands or millions of people in hopes of driving business. This is mostly just a conspiracy theory.
