I got a headphone tube amp used (~$175 I think) and some AKG 240 headphones and like them very much. They are the ticket for a dorm room you share with someone else. Great audio quality and they will diminish some of the sound you don't want to hear while you read or do homework or just kick back and relax. Plus, they are a whole lot easier to move when the school year ends.
 
I LOVE the Headroom Total Bithead. It is a headphone amplifier at $200 that can also feed music bypassing the soundcard on your computer via a USB d/a converter. Sound is excellent, and works with a home stereo, boombox or headphones of all kinds.

I got these for $290.00 for the pair, and they rock, and will stand the test of time. They are the finest bookshelf speakers that I have ever used. They were recommended by a friend who designs hearing aids, and defines audiophile by his presence on the planet.

Okay, my current dorm room audio setup:

Terratec EWX24/96 pro audio soundcard ->
Headsave Classic headphone amp ->
Sennheiser HD580 headphones / shure E3c IEM's / altec lansing ATP3 speakers

I've also tried a set of Logitech 560's, a few different high end headphones (Sony CD1700, ety ER4S, Grado 225's, Beyer DT770/250) and I like the setup I'm at now.

I also have a Sonic-impact T-amp, and while it's small and fun, it's not powerful enough to drive most speakers well (you need 90+ sensitivity to keep the amp from clipping) and the amp has poor peripheral gear (binding clips, potentiometer). It will not sound as good as your senns or your sony's unless you're willing to rip it apart and put in a decent set of input jacks, binding posts, and remove or replace the pot.

For speakers, I'd suggest cruising thrift stores and garage sales looking for a vintage amplifier (Marantz made some legendary quality recievers and integrated amps that can pop up for cheap), and then spending as much as you have left on a set of speakers. Look at Warfedale, look at the sale section of best buy or circuit city for a set of infinity speakers, or polk speakers. A decent name brand that you find on deep discount. Take them home and listen to them, and then keep them if you like them.

The other option is the Altec Lansing MX5021 speaker set. It's about the best value in 2.1 multimedia speakers. It's clean, the speakers sound almost like fullsize bookshelves, and the sub can almost put out bass... 40hz is expected. Try auditioning them and seeing if you like them.

I've got the Klipsch 2.1s and I can tell you they are killer. They will get VERY loud for how small they are. More than enough for a dorm room.
 
I'll throw another vote in for klipsch 2.1 speakers for a small space. I have them hooked up to my computer, and they actually sound better than most low end stereo receiver/speaker setups friends have had. They aren't all that expensive, $150-$160, and sound better then anything else I've heard plugged into a computer. One of the satellite speakers has a headphone jack and also an input jack for an mp3 player or anything else that can connect via minijack.
The downsides are that the subwoofer is a bit large if you are really tight on space, and if you turn the volume on the subwoofer down too low they sound kind of tinny. Sort of like the midrange is split between the subwoofer and the two satellite speakers.
