Authorize.net not working for ordering

Authorize.net is giving the following error when trying to order:

The following errors have occurred.
(99) This transaction cannot be accepted.
 
Mike, is the address that you included with the attempted payment the same as the one that your credit card company would have for you?
 
I did not even get that far.

When I click on the "order" link, authorize.net pops up with that error message.

I am never asked for any information at all.

I tried using Opera and IE, neither will work.
 
Whoops, I screwed that up. I'll fix it soon
 
Well, I got to the credit card/billing info, but when I submitted that form, this is the error I get:

An error occurred while trying to report this transaction to the Merchant. An e-mail has been sent to the merchant informing them of the error. The following is the result of the attempt to charge your credit card.

This transaction cannot be accepted.


My address is correct, all should be correct, no idea what the problem might be.
