considering that Benchmade used to be PC, I have a feelign they would, and even if they weren't, I have a feeling they'd be willing to do the work anyway on a balisong of good quality.
From what you're talking about, the only reasons I can think of that it wouldn't lock are either bent handles (less likely)
or worn pins, giving enough room for the handles enough play to be that loose...
rather than going through the hassles of trying to weld the knife, which sounds like a major hassle, replacing pins would probably be easier, either to do or have done.
The third option I guess would be a very worn latch... or latch pin... in which case finding a way to replace that might be easier, again, than trying to weld in awkward spots... hell, you may even (BLASPHEMY BLASPHEMY BLASPHEMY I'M GOING TO HELL FOR THIS) be able to replace it with a Jag latch
