Axle identification

This old axle was encased in cement I'd say for at least 100 years in an old barn foundation. As you can see I have forged an ax out of a piece of it. Before I went to the trouble of forging the ax I did check to see if it would harden and it did harden up in water. Thinking it may have been an old buggy axle but also thinking it could be from some type of agricultural equipment. Any help would be appreciated.....
 
100 years old ? Almost certainly a plain carbon steel ,maybe a 1070 or 1080 .

I'm thinking closer to .4 to .5 carbon. First quench I did in oil with little difference in hardness if any but did harden up fine in water.
