What states and cities have laws that restrict owning or carrying Balisongs?

I think the shorter answer would come from asking which states allow them I think most cities/states consider them gravity knives and hence are illegal.

None restrict owning them. Buying and/or selling them however, some do explicitly outlaw (California for example),

Check here and here for your locale. The first site might not be right, as I know for a fact that balisongs are perfectly legal in AZ. If your state outlaws "gravity" or "centrifugal" or "flick of the wrist" opened knives, balisongs are probably illegal.

In Texas balisongs may be owned but not carried under most conditions. There was a recent thread somewhere on BF recently indicating that in at least one state, I think Washington, balisongs may not be possessed even inside one's own home.

Actually, as far as I know no California statute specifically refers to Balisongs. They were outlawed in a lawsuit brought by the Calif. Attorney General, in which a court of appeal found them to be prohibited under the switchblade/gravity knife statute.
