Ballistic Knife

The ballistic knife has always been a bit of a myth in the Russian knife community. Lots of people made home-made ballistic knives, but it was never mass produced or issued to any sort of military unit. The myth most likely originates from this knife https://en.wikipedia.org/wiki/NRS-2, which has a single-shot silenced firing mechanism that allows you to fire a single 7.62x42mm round at an effective distance of about 25 metres. The NRS-2 was indeed issued to "special forces" type units and is probably a whole lot less dangerous to the user than the spring-loaded or air-powered ballistic knife.
 
I understand they are banned from interstate commerce but it has never been clear to me if simple possession in your home state is also banned by federal law. I had this discussion with a character that always walks around the Oregon Knife Show with one on his belt. He felt he was grandfathered into the federal law. Anyone know?
