I just walk around the woods and grab the appropriate tinder, twigs, and sticks.
Especially considering efficiency, I see no reason to create things I can simply find.

Doesn't take much, either. Fill up an 8oz water bottle and stick it in the pack. Just pour a little on your kindling, toss in a match or a spark and away it goes. Not the classiest way to make fire, but if you're cold or hungry...
