I would drill holes at either end of the slot of a diameter to match the width of the slot you want, then connect the dots with a coping saw and file the edges to clean and flush. This kind of work will create flash at the sandwiched faces if the two pieces are already joined together. If possible I do this kind of thing while the halves can still be taken apart to make it easier to get rid of this. If the flash works its way in between the pieces of kydex it is sometimes impossible to remove.
