Belt tracking issues - help

I am having trouble getting the belt to track on my new grinder. I am hoping that the collective wisdom of this forum can help.

I have a 2 x 48 set up with the 8 inch drive wheel attached to a 1.5 hp motor and a 4 inch small contact /tracking wheel attached via separate armature to a flange that in turn is attached to the motor face plate. It's kind of a big cousin to the delta set up that can be bolted on to a hard wheel bench grinder.

The problem is that the belts will not track true and run off to the right of the drive wheel and the contact/tracking wheel. The direction of belt travel is towards the operator and it tracks right, I cannot get it to track all the way to the left or centre it up. At it's best the belt hangs 9 mm over on the drive wheel and 13 mm over the contact wheel.

I've lined both wheels up carefully with a straight edge, but I figure I've still got to sort out either the toe out or the toe in, but I don't know where to start. It seems that the mounting flange may not be square to the spindle that the drive wheel is attached to. Anyway I figure that the flange is really the only thing that I can adjust and probably need to shim it either at the front or the back, but I don't know which or how much.

Any thoughts or suggestions would be really appreciated.

Kevin Do you have any crown on the tracking wheel?-if not wrap 2 or 3 turns of tape in the center,you need some crown on it---
 
Try increasing belt tension

The drive wheel has a slight crown and the belt tension is not adjustable because the spring is inside the armature. The belt tension is pretty strong, the tensioner is very hard to push back in and snaps out pretty good when the catch is released.

Anymore thoughts/suggestions from anyone else?
