Bending stainless for tools

As well as trying to teach myself to make knives I am thinking about making some pottery trimming tools. By training I am a potter and am interested in making some higher end tools for myself and possibly to sell.

My question is, Can a high carbon stainless steel (looking at Sandvik 19C27) be bent 90 degrees with a minimal radius in an annealed state without ill effect. If so, should it be done cold or with the assistance of a torch.

Any other suggestions as to materials or processes are welcome.

Depends on how thick it is and the radius you want.Heating above 400 F might work better.
 
The thickness would be in the .100 to .125 range and the radius would be like the tool pictured. About a quarter inch if I had to guess. As for scale,the tool would be about 8" in length with a 1" cutting head.
