Best 2.5" or under folder for EDC for a college girl (preferably ~$20-30)?

SAK. When I was in college, I got a lot of use out of the can opener and scissors. In fact, most of the dorm borrowed that knife at one time or another
 
Spyderco Ladybug ZDP-189 can be found for about $37, which is jut a little over the limit.
You should be able to get the regular VG10 Ladybug in your price range, but the ZDP-189 is a really nice blade, and it's only a little more. The Spyderco ZDP-189 blades are scary sharp.
 
Of all the knives available, all the females of my family carry and use the heck out a the Vic classic. They love the little scissors and nail file and tweezers. My better half, sister in law, two nieces, and a granddaughter have them mounted on quick release hooks on their key ring's. One niece has gotten addicted to the classic to the point of collecting all the different variations of color schemes and logo's.

Spyderco Dragonfly 2 would be my pick, around $40 and loaded with quality. Japanese steel, but when you buy Japanese you're at least supporting one of our nation's closest allies as opposed to China! :D
 
I also bought my girl the pink bob dozier kabar knife with the thumb hole. She's had it for a few years now and still carries it. Loves that it supports breast cancer ,that its pink and easy to open and close. She also still braggs about it to people and pulls it out whenever a knife is needed. Also the aus 8 steel is very easy to sharpen .
 
no question, Spyderco Dragonfly 2. I gave one to my daughter last year. At first she thought, "Dad?!? Really a knife?" Now you can't catch her without it.

Buck 55. One of the small Doziers that econnofoot mentioned. Victorinox Cadet. Case Texas Jack. Case Pen Knife. Case Peanut. Something from Spyderco - there are several choices from both the Spyderco and Byrd brands.
 
SAK. They provide a lot of utility. The ones with the scissors (eg. Super Tinker, Climber) are pretty handy.

Leatherman Expanse (e33L) is another option. The carabiner doubles as a bottle opener to help out with the "other" part of the college experience. Made in USA too.

Kershaw Half Ton is a pretty decent and inexpensive one with a more stout blade.

The Sanrenmu 763 was already mentioned, and that's a nice knife too. A lot of people also like the SRM 710 as well. I have both and actually like the 763 better.

The Dragonfly is a bit above your stated price range, but it's also a nice knife. If you're considering that, though, I'd suggest looking at a Delica instead. It's a little bigger (~2 1/2" sharpened edge vs. 1 7/8"), and it costs just a couple bucks more (since you're already over your target range).
 
I bought KABAR Dozier Mini Hunters in Pink for the ladies this year, like 15 bucks and supports breast cancer research.

I've had both the KaBar Doziers and the LST and I'd go with the KaBar Dozier. It's a really well done example of AUS8 with a good handle. I was very impressed with that knife for the money it cost. One of the Doziers should fit all your requirements.
 
I recommend the Spyderco Native Pink S30V blade steel. It is sharp and a great functional pocket clip. It is the smaller knife in the picture.

Vic was my first thought too. Many colors to pick from.

A CLB Boker Subcom (or Wharcom) would be my 2nd choice (under $30 too). There was a thread in the Boker section, apparently a pink version is coming out.

Just ordered three Victorinox Classics to give to ladies in my family. They come in various feminine colors and designs. Heck, I really love carrying mine. It's amazing how handy the toothpick, tweezers, and nailfile are in addition to the blade.
 
Why don't try Blade-Tech Mouse Lite or Ratel at 19,95$ from one of the popular internet shops here? Probably too small for college girl (1 7/8" blade of AUS-8), but perfect small edc. My daughter of 8 uses it often (of course under my control) and I even borrow it from her from time to time.
 
Reminiscing back to my college days, I'd say anything with a bottle opener and corkscrew. :D
 
I would say a victorinox. hands down wins the best bang for the buck. second would be the small buck vantage, I dont own one but have handled them and they are amazingly stout and you can search and get one for under $20.
