Best 4 to 5 inch carry folding knife?

The CS Spartan is an excellent suggestion as well as the spyderco Resilience. Another fine Chinese produced blade would be the Enlan EL-01. You can find these on the bay. Depending on the color you get and who you get it from, $13-$20. Enlan is a part of a chinese knife conglomerate that makes inexpensive knives for American companies like spyderco and kershaw so the steel and quality is similar if not exactly the same in those budget knives, you're just not paying for the American brand name. The down side to an buying an EL-01 from them is you don't get any warranty support. There is an EL-01 on the bay right now from a US reseller for $16. That is a fantastic deal.
 
with a blade size that big, go fixed blade. don't waste your money on some crappy oversized folder.
 
The Resilience is a good knife, the Voyager is a good knife, the Enlan is a good knife, the Opinel #12 is a good knife.

When price is factored in each is as good as the other.

Buy whichever one appeals to you.

The downfall is that a 4 to 5 inch fixed blade is attached to a 4 to 5 inch handle which is not as easy to carry around as a folded 4 to 5 inch blade.

I only have 1 folder with a 4+ inch blade (Spyderco Police) but it's out of the price range. The Cold Steel and Spyderco Resilience seem like good contenders.

I had an Enlan EL-01, it was the best of 4 different chinese knives I bought, but not up to the level of the Resilience. I have a Temperance (slightly smaller), and it is a much better knife.
The Enlan was poorly finished, and not as well designed as the Spyderco. It's a deal for $16, but I say pay a few more bucks for the Spyderco.
 
Welcome! For that price range you are going to have the best luck with the Cold Steel Line and some of the budget Spydercos such as the Resilience.
 
Think the blade is a smidge smaller, but hard to get a budget folder better than the Rat 1.
