Spyderco has a few under $40 and not their Byrd line. The handles are g10 the fit and finish is excellent. Tenacious, Persistance and I belive a few others. Full serrations partial serrations and complete plain edge.

Spyderco budget line and the Ladybugs.

CRKT Ripple and Stubby Razel

4" 3.5mm thick blade, of full taper ground AUS8 (with CS HT). Also featuring the triad lock and a stonewash finish, it is impossible to beat at the price.

I agree with the Large Voyager..wonderful handle, very awesome cutter, surprisingly great fit and finish for $38 - both of the ones I bought were perfect

Super beefy

Also the various Victorinox models. Use them all the time and always keep one in a coat/jacket pocket. Got a pink Classic for my wife's keychain, she loves it and uses it at least 5x a day.

CRKT Ripple and Stubby Razel

Damn!

Let's be clear, though, that's the CRKT Ripple at Wal-Mart, and the only product I would EVER recommend from said retailer. But that's a rant for another place.

I have also picked up a Boker/CLB Subcom for $40 from a friendly dealer.
Gerber Ridge
CRKT P.E.C.K & K.I.S.S
CRKT Ritter RSK, if FB is your thing.

Victorinox small Tinker, around 20 or a bit less. I have and don't really care for the Recruit. I like the Bantam but don't like how the multi tool sticks out so far when closed.
Vic Solo (alox, not the bigger one). I love this knife! Snappy "lockup", good size. It's a bit smooth, I might get a pocket clip put on mine sometime for grip and to clip. I wish they had a key ring.
Byrd Cara Cara 2. Better lockup than my 3 Enduras, better ergonomics for large hands. I like the feel of the FRN better but the G10 seems to be a bit more solid.
Kershaw Scamp. Solid lockup, feels good. The biggest problem I have is that the lock side is just too smooth.

That's about it. Everything else I have under 40 bucks (or over...) pretty much sucks in at least one critical field. :D The Tenacious knives don't appeal to me on several levels so I've never gotten one. I prefer, though don't really have many, fixed blades for most stuff past SAK's. Cara 2's are good enough for my folder use.

I've recently bought a brand spanking new Spyderco Pacific Salt SE for $39.99 shipped, which I thought to be quite a screaming deal. I'd have to say it's my best <$40 knife purchase to date.

Other <$40s for which I have nothing but praise are the Spyderco Tenacious and Persistance, the Byrd Cara Cara 2 in G10, and nearly any alox scaled Victorinox. The Vic Harvester would be my favorite Vic.

For a fixed blade under $40, the Buck Paklite Skinner or Paklite Caper are awesome deals.

Of the sub $40 folders I own, the one that has impressed me the most is... the Ontario RAT-1

Whoever doesn't have a RAT-1 by now really ought to get one, imo.

A few others I'd recommend include (in no particular order): Buck Vantage Small, Buck 55, CRKT Drifter, Kershaw Zing, Boker Plus Hyper, Spyderco Persistence, Spyderco Kiwi 3, and Victorinox (any). And at around $10 a piece, Rough Riders are a pretty darn good value as well.

Among my favorites:

Boker Trance
Boker Hyper
Kershaw Chill
Kershaw Scallion
Large Douk Douk
Small Douk Douk
Opinel #6 and #7
