best folder for $75 or less

Well your gunna have to give us something more specific! Do you care what steel it has or handle matrial? Are you loyal to any one brand? Also would you consider a used or factory blem blade? There are A LOT of knives in that price range and any one could be picked over the other for one or two very specific traits that it posses over a similar product from another company
it can be anything as long as its under 75

I love the Spartan, but for a general use folder, Spyderco Manix 2 or Native, or Kershaw Blur.

Here are the ones in my current EDC rotation. Base models of these are all under $75.

Kershaw Blur - 1670, 1670S30V, 1670SPGRN (blem), or 1670CF154 (blem)
Kershaw Skyline - 1760 (various model numbers, mostly w/ different handle colors)
Kershaw Leek - 1660, 1660CB, or 1660G10 (discontinued, but still available at various places)
Spyderco Delica4 FFG - C11F, or you can try to find a deal on the C11GRE (ZDP-189) version, as it's not much more than $75 normally
Benchmade Mini-Griptilian - 555HG or 556
Victorinox Super Tinker

Buck Vantage Pro (large)

S30V Blade
BOS heat treat
G10 scales
Lifetime Warr.

About $65 (ish)

Pretty good at everything and can treat like crap = Most CS folders
Only want to cut stuff and forget knife is there = Spydie Native FRN serrated
All around utility in all environments = Vic SAK 2+ layer

Spyderco Manix 2 G-10 Plain Edge Knife
High-carbon 154CM steel blade
Hollow-ground blade
Patented, free-floating ball bearing lock
Oversized, 14-millimeter round hole
Full steel liners with extended jimping
Nonslip G10 handle
Ambidextrous tip-up clip
Oversized piped lanyard

It's what I'd get with 75 buck budget.

^^^^^This^^^^ I love mine. Mine is the a little more expensive S30V G-10 but man I've had the one they are talking about and its a great knife.

or 2, considering the price.

Another option, would be the Kershaw Piston

I love my Piston. I think the 14C28N Kershaw uses is highly underrated. Beefy knife with a flipper that disappears in the pocket.
Other than that an Endura or Blur would be my pick.

I'd say Spyderco Manix2 - it's so much kinife for the money.
But it REALLY depends upon what you want, and what you're going to do with it.

I second this it is a GREAT knife, that or the Spyderco Tenacious which is much cheaper
Can you give us a little more info on what you want to do with it?? EDC, tactical, survival??

I want an EDC

What knife did you end up getting?

I suggested the Spyderco Manix 2 G-10 Plain Edge.

Edit: I knew I remembered seeing something and just found it again for you, Spyderco Native Lightweight Plain Edge Knife Is another choice for you, around 63 bucks it isn't bad and comes with

Ambidextrous tip-up clip
Weight reducing spine swedge-grind
Spine jimping--small texturing on the spine of the blade create tactile resistance for purchase, traction, and slip-resistance
Hollow-ground plain edge blade
Boyle Dent
Lanyard Hole
Back Lock

Overall length: 7 inches
Length closed: 3.938 inches
Blade length: 3.125 inches
Cutting edge: 2.625 inches
Blade thickness: 0.125 inches
Hole diameter: 0.469 inches
Blade steel: CPM-S30V
Handle material: FRN Bi-Directional Textured
Weight: 2.65 ounces

PS: The specs look right to me but i would really take the measurements with a grain of salt it is from Amazon and measurements always seem to be a little off.

*Good* answer.

The OP could also take a look at the Enlan/Bee knives that Lazy Lizard sells online - you can get a very nice knife for $20-$30 that comes from the same factory as the Spyderco Persistence.
