Best folder for under $400?

Spyderco Pacific Salt.
Very light-weight so that you will have it on you at all times, even when just wearing your underwear!
Get it in bright friendly high-visibility yellow and it will look less sinister in a court room.

Excepting the Pacific salt, which should be no problem anyway, all the mentioned blades were made specifically more or less for SD. Check out the discontinued benchmade 806.

You should be able to find some Microtech folders for under $400. Most of the MTs are autos.
 
What kinds of martial arts/SD do you practice? Blade selection depends on SD styles.

There is no such thing as "best", just "better" tools that can be used to multiply your options.
 
I would second the emerson hd-7. For a strictly sd knife I think it is pretty hard to beat. If you plan on using your knife for any regular everyday stuff I would strongly recommend getting something else. The chisel grind makes routine cutting difficult, or at least it did for me. I have had two of them and sold them both for that reason. I don't use a knife for self defense and think that its a terrible idea to try but thats another thread:D but if I did the hd-7 would be a good choice. Titanium frame lock, g-10, and the waved opening is the fastest deployment method I've ever seen. They come razor sharp too.

I'd get the Spyderco Delica or Endura with a wave. If you can afford the blade length being above 3 inches where you live I'd get the endura. Nothing is as useful as the wave for defensive draw and the spydies I hear catch better not to mention are more useful for general utility. Also it's only around 50 bucks so if you lose it or have it confiscated in the case you do have to use it, you're not out a whole lot...

Heck yeah!
The Pacific Salt is based upon the Endura design....a design that has been used by military, law enforcement, and criminal types for many many years.
The only reason we have the Endura 4 around today is because of the incredible success of the original Endura.
And the Pacific Salt is even better in that it cannot rust and the thumb-hole is larger.
