The cold treatment is the finish of the quench. It should be dome as soon as possible after the blade is plate quenched and cooled to room temperature. Delay will lower the final hardness. The general term used in HT regimens is immediately after cooling to room temperature.
BTW, since this is an old thread, I have since stopped sending my S36VN to Brad at Peters. I do my own most of the time, but recommend those who send it out sending it to JT ate JT Knives.
