Best knives to be had for $20 or less?

Navy has QC issues. The one I got was luckily good. SRM & Enlan has better QC.

Someone mentioned Tekut, but it's not as popular & on some reports, worse QC than Navy. Can't recall where I read that.
 
Besides Mora and Opinel at the top of the list

Folders: SAK's, sanrenmu, rough riders

Fixed: Buck paklite, gerber profile, becker remora

If you bump up to $30 you open up a whole new world with several good condor knives
 
AG Russell has a few nice choices in that price range. The Hunters Scalpel is an EDC of mine, and there's the Woodswalker, and Ultimate Pen Knife.

Swiss Army Knives are excellent products many models are under $20. The Recruit, Waiter, Pocket Pal, Classic, Solo, Hiker... for examples.
 
The Old Hickory butcher knives when supplied with a decent sheath can make an excellent field knife.
 
There have been some great suggestions already, I really have to agree with the Rough Rider recommendations.
Depends on where you looks, but there are a few that can be had new on some auction sites for just under $20 if you get lucky: Buck Vantage Select, some of the Boker Subcom series, I've also heard some good things about the Meyerco/Lightfoot Catch Dog, there are a few more if you keep your eyes open.
 
1. CS True Flight thrower withstands hard use like batoning, hammering, prying, etc. Idunno how good a thrower it is because I've never thrown it :p

2. Svord Peasant is a good camp/utility knife IF you fix the crude & uneven grinds. I used a belt sander to put a true convex edge on mine... night vs day difference in cutting performance!

Another idea is Russell Green River blade blanks. Most are under $12., some under $10. Made of good steel. (Hit a sale at the right time and probably not have to pay shipping either.) If you have even basic woodworking skills, you can put a handle on one, and have a utility knife for life. (Mine is the 'Camp' model: 5" blade, walnut slabs from the neighbor's tree, epoxy, standard nails, ball peen hammer. Done deal.) I used no power tools, only a hacksaw, old file, sandpaper, and a cinder block for weight.

Edited to add: a $6. utility knife from ACE Hardware, and another $3. for a pack of blades. Hard to beat a razor blade for simple cutting work.

couple that haven't been mentioned......Kershaw Half Ton (surprisingly good little stubby folder), and Boker's "Rangebuster" (their version of the sodbuster, but they have a LOCKBACK design. Heck yeah, locking sodbuster!!!)
