Best Knives Under $30

Ka-Bar Dozier, Ontario Rat-1, Spyderco Tenacious, any Victorinox under $30, Kershaw Skyline... There's a lot man.
 
Hmm... I'm not a collector, so I'm not too sure about this. As far as I know, most people collect blades that are either rare/valuable, or they do it just because they like them. Seeing your budget, I'm more inclined to think you fit into the latter category.

Good value knives in that budget are things like these, which are pretty general, because I have no idea what exactly you are looking for:

Any Mora
Opinel
Kershaw Zing
Spyderco Persistence and tenacious
CRKT Drifter
Many Condor blades (rodan is popular)
Tremonta machetes

The Becker Necker (BK11) and the Eskebar (BK14) are just barely out of your price range($33 ish), and are great blades. Same thing with the kershaw skyline ($35).

Not sure if thats what you were looking for, but hopefully it helps out a bit.

My favorites are the Ontario RAT-, Kershaw Leek (slightly over $30, but the bead-blasted is cheap), Outdoor Edge Grip-Lite, Kershaw Zing (not tanto), any Mora, Svord Peasant, some Bucks, foreign-made Sypderco knives, lower-end SAK's (I like the Tinker a lot), Kershaw Antelope Hunter II, many S & W knives (only the ones that specify 440C), Boker plus knives, Kershaw Skyline.
All in no particular order, sorry for the disaster of a list.

I will also go with the Ontario 1 Folder, just got one in black & tan plain edge, GREAT value for the money. Also the Victorinox Super Tinker for about $20/25 which is a huge bargin for the money.
 
I know it's already been said, but I just wanted to add another vote for the Ontario RAT-1 -- really a superb knife for the money. The Kershaw Nerve, Spyderco Tenacious (right around $30), and pretty much any of Spyderco's Byrd knives would round out my list of the best general-use locking folders at or under $30.

Moving on to non-locking folders/multitools, a lot of Victorinox's models have a street price of $30 or less and are incredibly useful.
 
I'm done with buying cheap folders but one that is close to seducing me is the Kershaw Tremor. $25 is just silly for that knife.

PS: I've seen the Cold Steel medium Voyager for sale for as little as $32. That one blows the rest away.

For a user, Victorinox Soldier or Pioneer. The Soldier isn't made anymore, so it has collector value. Wenger SI is the same knife, basically, and available at Gander Mountain for $29.

I paid under $30.00 for my Kershaw Tremor. It is a great value for the price, and opens fast. It is nearly the same size as my Seal Pup when it's open.
 
If you're interested in larger fixed blade knives, the cold steel bushman or kukri machete, or the condor kumunga (around $32) are all good inexpensive fixed blades. I personally really like the kumunga, one of my favorite knives.
