Best quality 3" or under folding knife

I'd consider the Small Sebenza, Techno or titanium Lionsteel SR2(even though the cutting edge might be a hint longer than what you're looking for).
 
There is also the DPx Heat Ti and CF Shred.
 
Another vote for a CRK Small Sebenza 21. Good lookin' enough for dressy carry, tough enough for a work knife, unquestionable build quality. I'd go with a Small Insingo with micarta inlays...

I like carry small tough folder. Currently I carry Dpx Heat elmax, a very tough and compact knife. I reprofiled the edge to make it thinner as the stock edge is a bit too thick. Other very good tough little knives I also carry are small sebenza, mnandi, techno and dice.
 
My favorite 3" models (of those I own), in no particular order:

Spyderco Delica
CRK Small Sebenza
Benchmade Mini Presidio Ultra
Spyderco Native LW (now discontinued)
KaBar Dozier

And, if you can stretch it to 3.125", my favorite of the favorites: Spyderco Centofante 3
 
I know this is totally premature but I received zt 0900 today and it's awesome so far perfect size and its like a little fire plug lol. Way to early to give a real review or anything but I read where guys compare it to the techno. Just another option

The Zero Tolerance flippers might get caught at customs though.

The micro Praetorian T should arrive today. It got held up in customs for a few days.

I'm looking for suggestions on the best quality, fit and finish knife available with a 3" or under blade, preferably a frame lock.
It can be a production or custom design.

Interested to hear what you think of the Techno. I'm contemplating buying one to compare to the micro praetorian, but thinking of getting a work sharp ken onion first.
 
I don't know what your price range is but the one company that has always stood out to me for fit, finish, and overall quality is Rockstead.

They do look nice, thanks for the suggestion. Some look like mini Samurai swords :)
 
I'll be interested to see how EDC practical you find the Micro Praetorian. I found it built like a tank, but just about as useful in everyday situations. After 3 years of trying seemingly everything, I ended up with Hinderer XM-18s.
