Best spyderco under 80$

Para 2 < Stretch < Endura If you can find your way to buy the Para 2 you will have a knife for life. All are great.... Para exceptional.
 
Endura should be just about perfect, for harder use be sure to get a sabre ground one (black handle) and partially serrated if you like. VG10 is the most user friendly steel easy to touch up. If you go for pacific salt be advised that serated version of H1 steel differs in hardness from plain version witch is softer.
 
Lots of great suggestions here -- I have a Stretch and it is a great knife. Manix 2 Lightweight is also an excellent knife in your price range.

But you might also consider the Spyderco Byrd line. The Cara Cara 2 is like a poor man's Endura, for $20-$30 bucks. They are very well made and 8cr13mov steel is easy to sharpen.
 
For that blade length and price range Endura and some of the Salt H-1 folders.
 
If you would be willing to spend a little more ($100), you would probably love a Paramilitary. Otherwise, a Stretch or Endura is a great choice.

HOWEVER, considering you are living in so cal, I'd like to say either zdp-189/super blue delica (if u can find one at the price) or zdp-189 dragonfly. Under 3" blade will make your life a lot easier in case u run into LEO in certain part of so cal. H1 salt knives are great, too.
 
If you do spring for a PM2 (Forgot to mention this before), make sure you buy from a reputable dealer...LOTS of fake PM2's on eBay.

My county doesn't have a size clause. Only rule on blades where I'm at is not to conceal a fixed blade. And balisongs and otf's are a no no
 
I think the best hard use knife in this range would be a saber ground Endura in zdp189. I have one and it has taken a pounding over the years. I like the saber grind as it does protect the tip a bit more.

If you don't use your knife as a prybar a FFG provides a more useful tip and better slicing performance. I use a Leatherman Skeletool screwdriver attachment for any prying tasks I have, and that enables me to use my knives as knives...a screw driver will ALWAYS be a better prying option.
 
I have a number of Enduras. G-10, Super Blue, FFG zdp-189, VG-10, etc., as well as the saber ground zdp-189. Never have used any for a prybar. Never have used any of my knives as a prybar. I just wanted to mention that the saber ground tip will be a bit more robust.
 
A few have mentioned the Pacific Salt which is the Endura size but using the H1 steel.
I just got one and now I have a hard time choosing between the Pacific Salt and my Stretch that I absolutely love! This is an amazing knife in the full serrations! If you have/get the Sharpmaker you will have no problem keeping the blade screaming sharp!
Any of the knives that have been mentioned would be a great choice, so don't stress! Just get the one that seems to make the most sense to you now. Once you get it, you will be getting another one! Trust me!
 
If you're looking to save a buck, I say keep an eye on the exchange for any of the knives mentioned here. Endura is easily the most appropriate choice, though I really like my Stretch which I did score for under $80 (and it's in ZDP-189). There is in fact a Pacific Salt on there now in plain edge, though I still say save a couple extra bucks and snag an Endura, unless you do intend to bring it near salt water. Then by all means, get on it!

I own all these and I love them. Then again I haven't met a Spyderco I didn't like so maybe I'm a little biased.
 
The Endura would be a great choice. Do not get the ZDP-189 if you want ease of sharpening. This is one of the most difficult steels to sharpen. Get the standard VG-10 and you will love it.
Also, you might find a Manix 2 close to your price range.
