Best value in a boot knife?

Cold steel Counter Tac for around $30. S&W makes some inexpensive options too, along with Boker and Crkt. As its a boot knife my assumption is it just needs to be sharp and pointy, steel type and edge retention are probably less important. If you want something better I'd look at some of the makers here on BF.
 
A.G. Russell Sting would be my choice. With stag handle... Very neat little stinger. But with its hollow ground double edge, I bet it cuts nicely, too. There is a budget version at less than 50 $... I admit a double edged blade needs to get accustomed to. But it has advantages, a lot. Too sexy to not join a pic :

Xactly.. I forgot to add that almost any small knife can be used as a boot knife. The difference will be in the sheath. Easy draw, easy resheath but secure hold (while tucked in a boot or a sock [Scots speak up !]). The difficulty lies there.
 
Could never see the practicality of a boot knife. Maybe in the old days when men wore knee high leather boots you could tuck a knife (or a bottle into) them. Other carry methods would be more practical IMHO.

Low boots, laced boots (think Doc Marteens, e.g.), in the sock, in the waist band, in the armpit, in the sleeve, in the belt, over the belt... There are many methods that could work, but it's not in the knife... it's in the sheath.
 
the cold steel, since 52100 is really like 1095 on steroids - as far as clean carbon steel goes, it's top of the list (imho)
of course, I'd prefer m4 if given the choice ; )

instead of the cs boot, I'd honestly just use the 36mg - it's easily the best deal out there in 52100 right now

Gerber Ghost Strike. Don’t write it off because it’s a Gerber. It’s a good knife with a good reputation. The knife has two sheaths including a slick ankle sheath.
 
My EDC is Cold Steel Drop Forged Hunter.

Not really a boot knife, just remove nylon part of sheath and secure-ex alone is really nice, I carry it in my pocket.

So, I'll also suggest you to go with Cold Steel.
