Best value in a boot knife?

Cold steel is a good option, they make a few different boot knives. Another good budget option to look at is the kershaw secret agent.

iv carried a kabar 1258 in my boot a lot the kydex sheath is good never had a problem mainly motorcycle and para boots but it's been one good knife and been camping for years normaly carried it in my boot if that helps also the kabar mk 1 uses the same sheath so another option
or find a good small to medium fixed blade you like and know you like and get a custom sheath made for the knife with boot carrying in mind
 
Best value? I recently went through a budget dagger phase.

You can find these branded schrade, s&w, and other off brand names for around $15. They come in a large and small size, as well as double or single edge. I prefer the large single edge. The sheath is actually quality and functional. Cutlerylover has a good overview of one.

I got a couple cheap no name Sgain Dubh that I carry in my strong side sock, when wearing a kilt.
One is 7 inches over-all, the other 9 inches over-all.
No problem(s) yet with it bringing my sock down, or falling out ... yet ...
The Sock Flash (and tight socks) hold the sheath in place.
