Best way to tighten up the awl/driver on a Scout knife with bail?

Normally, tightening up a loose blade is a simple proposition with a hammer blow or touch on the vise.

I've a Remington RS3333 that vexes me, though. The awl and driver are slightly loose, and I can't figure how to tighten them. The pivot point seems to be at the bail, but I don't want to go after that and damage an already tenuous bail.

Any ideas?
 
Is the bail a free moving piece or is it attached by a pin to the knife? If it is pinned, then it is likely that the pin for that pivot has become loose. If that is the case, I see no ther way to tighten things up then to peen that pin tighter.

Maybe a pic might help the diagnosis.
