Blade repair help

So, I walked out into the machine shop and noticed my dad doing this..
After taking it away from him, for being a dummy.
I want to repair it.

What says the Hive...
I'm skilled with all forms of tooling and such, But came here for specific guidance to repair this pretty knife.

Two areas of help needed.
Blade repair and handle brightening if there is such a thing.

So what exactly was he doing? The knife just looks well used and sharpened, but not necessarily abused.....
If you want to return the finish to its former glory, I would just use a wet/dry sandpaper progression. The original finish, based on the picture, looks to be in the 600 grit range. I would start around 150 and step it up to 600. It will take an hour, give or take a few minutes, to get the finish this way but it will be fairly cheap and looks good.
As for the handle, where is the damage? I would just give it a coat of wax and call it a day, especially if you use this knife a lot.
