There is an error or two in the pdf from dfoggknives.com - if I'm not mistaken, some hole locations don't match up. Check before you drill.
The thread was mine, but the plans weren't....go for it
If I had it to do again, I'd weld a good bit of it...

get these http://www.bladeforums.com/forums/showthread.php?t=496583 totally worth it. Tracy has the best costumer service there is. The plans are well thought out. I made mine on a tight budget.

1++ on what Mike said above. Tracy's no weld grinder (NWG) plans are the best out there if you are going to make your own on a budget. If you can afford to buy one pre-made, get a KMG from Rob @ www.beaumontmetalworks.com. Best grinder for the money IMHO... Both Tracy and Rob are great people to work with.
