condensation is always somewhat of an issue with a single wall shelter, less so in the West as our humidity generally runs low. I bought the XL version of the Solomid to keep head/feet from the walls which helps. I will also pitch one side a little higher if the humidity is up to get a little more ventilation, it also has a small vent in the front that is always open
If I had to deal with a lot of humidity, I might look into a syn bag and take the weight hit in lieu of less concern of wetting out a down bag.
you might check out z packs, they make a bathtub groundsheet, MLD might as well- I've seen several diy versions too
when I'm just using a tarp, I'll use a light, breathable bivy to keep any blown in rain and snow out, but haven't seen the need here for using one w/ a tarp tent. They do make some really light bivies that might work for you- 4-5 oz, check Borah Gear and MLD- not cheap, but may be what you're looking for; they also boost temps of your bag/quilt so sometimes the weight hit is a wash
and yes, an external frame pack carries nicely
