The posibility for over-reaction is enormous.
To describe it as an explosive that could detonate is ludicrous.
Hint: the solid form of carbon dioxide is dry ice.
So someone sealed some in a container, expecting that as it warmed the container would eventually burst, creating a loud noise. When properly sealed, it can work quite well, depending upon the container. If the container creates shrapnel-like fragments, yes, someone could be seriously injured, if next to it. If sharp bits were deliberately included or the container was selected to create this effect, yes, a sicko at work, particularly there is no chance or hope of controlling the length of time required for the container to fail to control the increasing pressure.
It's an "explosive" device in the same sense that an over-inflated tire is. The force that can be produced is quite limited, since if the container is too strong, the carbon dioxide will just liquify to a state known a supercritical fluid, and indeed, that is it's state in a fully charged metal compressed gas cylinder like those used for dispensing beer.
CO2s critical pressure is about 1,070 pounds per square inch (psi) and critical temperature is about 31 degrees C ( A large gas cylinder is typically charged to around 3,000 psi.) BTW, the supercritical fluid makes quite a dandy industrial solvent, and has been used many things, from cleaning parts to removing caffein from coffee beans. Of course the pressure equipment required is expensive. However, solvent disposal is a breeze (icky pun)
When younger, I've made such devices for pranks, and I supect that somebody got a lot of bang for the buck here, probably more than they expected.

Well, at least they found the thing before the bang. I imagine that the time and effort wasted trying to identify traces of the "explosive" would have been enormous.
